They can threaten "direct action" against an opponent, boycotts against businesses, community non-compliance with authorities (including police), political support or opposition, etc. If political authorities and businesses fail to fall in line and submit to their demands, then the "organizer" can act with complete anonymity from the behind a wall of "community volunteers" to wreak havoc. They operate by mafia rules -- "Nice businesses you got there, be a shame if anything should happen to it."
