It troubles me that only city dwellers get to experience this wonderful cultural event. Why not have a taxpayer-funded travelling Carnival visit one village every week so that residents of the Cotswolds may also experience the joy of "only two knife assaults"?

The reported number of arrests doesn't factor in the arrests and weapons seizures that are done in the lead up to Carnival, so Leeds/Reading is arguably even less comparable.

I always wonder what these pre-emptive arrests entail (and why they aren't being done regardless). I suspect - but may well be wrong - that there are a few people's civil liberties being violated to keep the Carnival on the road.
